The Occupational Safety, Health and Working Conditions (Central) Rules, 2026 made by the Ministry of Labour and Employment under the Occupational Safety, Health and Working Conditions Code, 2020 consolidate and repeal various labor and safety-related rules pertaining to factories, mines, constructions, dock labor, plantation labor, transport undertakings and workers' welfare.
Occupational Safety, Health and Working Conditions (Central) Rules, 2026 which have been published in the Official Gazette vide Notification No. S.O. 1411 (E) dated 8th May, 2026 by Ministry of Labour and Employment has been introduced to govern occupational safety, health, welfare provisions and working conditions in India. These rules will apply to factories, mines, building and other construction work, dock work, plantations, motor transport undertaking, beedi and cigar establishment and many other industries. They include a set of guidelines for online registration through the Shram Suvidha portal, issuance of appointment letter, reporting accidents, dangerous occurrences and occupational diseases, annual medical examination of workers, constituting safety committees, safety officer appointment, and maintaining standards regarding hygiene, ventilation and occupational health. The notification further elaborates on provisions of forms and records maintenance, safety measure, and health management systems required by law. These rules have been superseded by the following sets of rules – Mines Rules, 1955; Mines Rescue Rules, 1985; Mines vocational training rules 1966, Mines Creche Rules, 1966. Building and Other Construction Workers (Central) Rules, 1998; Contract Labour (Regulation and Abolition) Central Rules, 1971; and Inter-State Migrant Workmen Rules, 1979. The notification is very pertinent for employers, industries, mining companies, contractors, human resource practitioners, labor laws consultants, compliance personnel, and safety experts interested in updating themselves about labor laws and industrial safety norms in India.
