The Mineral Concession Rules, 1960 (MCR) outline the procedures for granting, renewing, transferring, and administering prospecting licenses and mining leases in India under the MMDR Act, 1957. The rules, amended upto 27 February 2026, cover aspects such as mineral inclusion in mining leases, lease conditions, royalties administration, associated minerals, and mining.
Mineral Concession Rules, 1960 (As Amended up to 27 February 2026) are a comprehensive set of rules formulated by the Ministry of Mines, Government of India under the Mines and Minerals (Development and Regulation) Act, 1957. These Rules are intended to regulate matters relating to mineral concessions which include granting, renewal, transfer, and other administrative aspects regarding reconnaissance permits, prospecting licenses, and mineral leases vested with the State Governments. Some of the provisions of these Rules relate to application procedures, eligibility criteria, fees payable, security deposit, report obligations, and other important compliance-related requirements in the context of mineral prospecting and mining operations. In addition, these Rules also lay down definitions of certain terms like illegal mining, geological reports, mineral concession and adjudication procedures among others. Several amendments have been made to these Rules since their original formulation in 1960, including an amendment in 2026.
