Detailed Description

Mineral Laws (Amendment) Act, 2020 is an important piece of legislation, which brought in drastic changes in the mining industry of India and coal mining industry. Amendment to Mines and Minerals (Development and Regulation) Act, 1957 and Coal Mines (Special Provisions) Act, 2015 helped in boosting mineral output, attracting private investors, and encouraging commercial coal mining. Some of the significant amendments made to the Mines and Mineral Acts included conditions laid down by the Central Government for sustained mineral production and auction of mining leases even before their expiry. Transfer of statutory clearances and licenses from successful bidders of mining leases in cases of their expiry was provided for under the Mineral Laws Act. Commercial coal mining has become easy due to the introduction of the provisions permitting undertaking of mining activity by companies for various purposes including their personal use or sale. Auction and allotment process for allocation of coal and lignite mines has been simplified under the Act. Deep seated mineral exploration has been promoted, and there have been substantial changes in the provisions concerning reconnaissance permits, prospecting licences, mining leases, and prospecting licence-cum-mining leases.
