The Minerals (Other Than Atomic and Hydrocarbons Energy Minerals) Concession (Amendment) Rules, 2026 have amended Rule 45 of the Minerals Concession Rules, 2016 pertaining to the Average Sale Prices (ASP) of minerals. As per the new amendment, a formula is included in determining the ASP of Caesium, which will be published by the Indian Bureau of Mines (IBM). This would be done taking into account Caesium Carbonate prices quoted by authorized international organizations, RBI reference exchange rates, and a conversion rate prescribed by the rules
The Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession (Amendment) Rules, 2026, which were notified by Gazette Notification no. G.S.R. 22(E) dated 12 January 2026, are the latest amendments made to the Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession Rules, 2016. These particular amendments have amended the existing Rule 45, which pertains to publication of the Average Sale Prices (ASP) of minerals. The first change is in the elimination of the term Caesium from specific clauses regarding the publication of mineral prices, while a new sub-rule (12) has been added to introduce a special methodology to determine the Average Sale Price of Caesium. According to the new guidelines, the ASP of Caesium will be published in Indian Rupees by the Indian Bureau of Mines (IBM), based on the price of Caesium Carbonate published by the US Geological Survey or any other recognized publication. The average price calculation of the mineral in question will take into account the average RBI reference exchange rate of the corresponding calendar year as well as a factor of 1.23.
