Overview

Minerals (Except Atomic and Hydro Carbon Energy Minerals) Concession (Amendment) Rules, 2025, made on 21st July 2025, amend the Minerals Concession Rules, 2016. In the amendments, the scope of Rule 45 is broadened to encompass Titanium, Zirconium, and Caesium under the Average Sale Price (ASP) regime, as well as granting the Indian Bureau of Mines (IBM) the power to declare Rubidium ASP according to international price parameters.

Detailed Description

Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession (Amendment) Rules, 2025 vide Notification G.S.R. 486(E) dated 21st July 2025 amend the Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession Rules, 2016. The amendments have made important modifications to the rules relating to critical minerals, mineral valuation, and mineral exploration by modifying rules 44, 45, 67, and 68. In the rule 45, there has been an addition of Titanium, Zirconium, and Caesium in the rule pertaining to publication of Average Sale Price (ASP). The rule has added another sub-rule, whereby, the IBM is authorized to publish ASP of Rubidium in Indian rupees by calculating the same on the basis of Rubidium Carbonate in US Dollars by the US Geological Survey (USGS) or other reputable publications and conversion into Indian Rupees through RBI exchange rate at a conversion factor of 1.35.
