Detailed Description

The Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession Rules, 2016 (Second Amendment) are amendments that have been brought into effect in order to make significant changes in the mineral concession regulations in relation to major minerals in India. These rules, which have been issued under the Mines and Minerals (Development and Regulation) Act, 1957, make necessary improvements with regard to reconnaissance permits, prospecting licenses, composite licenses, and mining leases. The primary objectives of bringing about such changes in the law include increasing transparency, making ease of doing business easier, adopting auction based allocation of mineral resources, and improving compliance with the applicable laws. The relevant notifications have made provision for certain significant aspects of the law including license conditions, performance security, mineral dispatch, reporting, environment safety, and data provision.
