The Mineral Concession (Amendment) Rules, 2014, notified under G.S.R. 510(E), on 18 July 2014, brought crucial changes to Rule 24A of the Mineral Concession Rules, 1960 regarding the renewal of mining leases. The objective behind this amendment was to resolve issues arising out of delays on the part of State Governments in processing the first renewal applications. In terms of amended rules, if the renewal application filed for the first renewal of a mining lease was not disposed of prior to its expiration due to some reason, then the lease would stand renewed for two years or till order was made by the State Government, whichever was earlier. This amendment was beneficial for those lease holders who had pending first renewal applications before the date of notification. The amendment brought several benefits in its wake, including certainty in regulations, protection of mineral extraction, minimization of disruption in operations, and improvement in ease of doing business in the Indian mining industry.
